The San Antonio Housing Authority (SAHA) provides affordable housing to low-income families, senior citizens, veterans and individuals with disabilities. SAHA’s two housing programs are the Housing Choice Voucher Program (Section 8) and the Public Housing Program.

    1. Purpose
      Housing Assistance Programs are made available to low-income people through federal funds that are used to subsidize a portion of the rent, whether they live in a SAHA-owned unit or a unit in the private market.
    2. What is a subsidy?
      A participant in a Rental Assistance Payment Program pays rent based on their income. Usually, but not always, their rent is about 30% of their monthly income. SAHA pays the rest of the rent, providing a “subsidy.”

You may apply for one or both of the rental assistance programs listed below, but will not receive housing assistance immediately. When your name reaches the top of the waiting list, SAHA will contact you to determine eligibility.

Section 8/Housing Choice Voucher (HCV) Program
SAHA administers two different types of rental assistance, tenant-based and project-based. Both programs have similar admission requirements established by the U.S. Department of Housing and Urban Development (HUD).
   - Tenant-based vouchers are issued a Housing Choice Voucher (HCV) that allows them to find a privately-owned apartment or house of their choice, if it meets all program requirements and the owner participates in the HCV program. This program allows you to move from one place to another, meaning the rental assistance follows the tenant.    - Project-based program participants live in a specific building in which the units are subsidized. If the tenant moves from the building, they lose their rental assistance, meaning the assistance does not follow them because the subsidy is tied to a specific building and/or property.

Public Housing
SAHA provides a subsidy in its own housing developments throughout San Antonio. If you select public housing, SAHA will offer you a specific housing unit at one of the public housing developments. Public Housing assistance cannot be used at private rental units.

You may complete an online application at any time. Answer all the questions on this website carefully and thoroughly. BEFORE you click on “Submit Application,” make sure your application is complete.

Step 1: You can apply for as many programs as you would like. You can only complete ONE APPLICATION FOR ALL PROGRAMS AT ONE TIME. If you are unable to check a waiting list for a program or property, it is because that waiting list is temporarily closed.
Step 2: When you click on “Submit Application,” you will receive a confirmation number, meaning you have successfully applied for a housing program(s). Remember, because you have submitted this application, you are not guaranteed housing assistance.
Step 3: Select your preferred wait list(s). You may select any program below for which your household qualifies. When you select one of the public housing programs, a list of property names and addresses will appear. You can select as many properties as you would like. If a property is listed in the color gray and you cannot enter a check in the box, that means applications are not being accepted for that property. If you select a property but later refuse an offer of a housing unit at that property, you will be removed from the waiting list. Therefore, please check ONLY the properties where you are willing to live.


Before you begin the application, please have the social security number, name, date of birth, and income information for each family member. Have paper and pen available to write down the confirmation number, once you submit the application.


Once you submit your application, it is your responsibility to ensure that all information remains current. When your online application comes to the top of the waiting list, you will be notified by e-mail or regular mail. If we are unable to contact you because of an e-mail address that is no longer valid or a letter is returned because of an invalid address, your name will be removed from the waiting list.

You are required to update any changes in your name, address, phone number, e-mail address, income and family size. Changes must be completed through the applicant portal at the SAHA website: www.SAHA.org Click on “APPLICANT PORTAL”, enter your social security number or application confirmation number to locate your application information.

To be eligible for housing assistance, applicants must meet the following criteria:
  • Qualify as an individual or a family, as defined by SAHA.
  • Head of household must be at least 18 years of age or an emancipated minor under state law.
  • Have an annual income that does not exceed the applicable income limits established by HUD, at the time of admission.
  • All adult members of the household must pass a criminal background check.
  • At least one household member must meet HUD requirements on citizenship or immigration status.
  • The family must not have been terminated within the past five years from any housing assistance programs, due to violation of family obligations under the voucher or a public housing lease agreement; or, within three years for non-payment of rent in the public housing program.
